In short:<\/strong> the EU Packaging and Packaging Waste Regulation (PPWR) applies directly across member states, with obligations phasing in to 2030 and 2038. For a manufacturer shipping goods, four provisions really matter: the empty-space limit, mandatory recyclability, minimum recycled content, and overall waste reduction. Protective packaging is squarely in scope, and fibre-based packing is in most cases the simplest compliant answer.<\/p>\n

What the PPWR actually changes<\/h2>\n

The PPWR replaces the 1994 Directive. The difference in nature matters: a regulation applies directly, with no national transposition. There is no longer a local delay or interpretation to hope for. Non-EU exporters are affected too, because the rules apply to packaging placed on the EU market regardless of where it was made.<\/p>\n

Four provisions bear directly on transport and protective packaging.<\/p>\n

The empty-space limit<\/h3>\n

Grouped, transport and e-commerce packaging must respect a maximum empty-space ratio, set at 50%. Empty space is the difference between package volume and the volume of the products, protective packing included.<\/p>\n

This ends the practice of an oversized case filled with void fill. It rewards designed packing, which lets the case shrink to what is genuinely needed.<\/p>\n

Mandatory recyclability<\/h3>\n

From 2030, all packaging placed on the EU market must be recyclable against harmonised design criteria, graded into performance classes. Packaging below the threshold cannot be sold.<\/p>\n

Mono-material fibre packaging, free of plastic laminate and hard-to-separate components, naturally reaches the top classes.<\/p>\n

Recycled content thresholds<\/h3>\n

Minimum recycled-content rates apply mainly to plastic packaging, with steps in 2030 and 2040. Paperboard, which already routinely carries 70\u2013100% recycled fibre, is structurally ahead.<\/p>\n

Overall waste reduction<\/h3>\n

Member states must cut packaging waste per capita by 5% by 2030, 10% by 2035 and 15% by 2040 against a 2018 baseline. This will pass down to producers through fees and customer requirements.<\/p>\n

Why fibre comes out ahead<\/h2>\n

The text does not favour paperboard. Paperboard simply happens to satisfy the chosen criteria. Three reasons.<\/p>\n

The paper collection and recycling stream exists everywhere in Europe, is mature, and posts real recycling rates above 80% \u2014 far ahead of most plastics.<\/p>\n

Fibre packing is mono-material. A divider, a layer pad or a honeycomb panel goes into the same stream as the case, with no dismantling. That is what reaches the highest recyclability classes with no special design effort.<\/p>\n

Finally, fibre allows packing tailored to the product, which is precisely what the empty-space criterion asks for: less shipped volume, less material, less waste.<\/p>\n

A five-step action plan<\/h2>\n

  1. Inventory your packaging.<\/strong> List every component of every reference: case, packing, film, tape, label. Most companies discover dozens of uncontrolled references at this stage.<\/li>\n
  2. Calculate your current empty space.<\/strong> The maths is simple and often revealing: many industrial packs exceed 60% void.<\/li>\n
  3. Identify composites.<\/strong> Any two materials not separable by hand is a future non-conformity risk.<\/li>\n
  4. Prioritise by volume.<\/strong> Deal first with the 20% of references representing 80% of packaging volume.<\/li>\n
  5. Document.<\/strong> Build a file per pack: composition, fibre certification, recycled content, recyclability statement. This will be requested \u2014 by regulators or by your customers.<\/li>\n<\/ol>\n

    The timeline that matters<\/h2>\n

    Deadlines are staggered, but decisions have to be made now: changing industrial packaging takes twelve to twenty-four months across study, testing, customer approval and running down existing stock.<\/p>\n

    A company starting in 2028 for a 2030 deadline will be late. Those acting now also gain a commercial argument, because a growing number of buyers require early compliance from their suppliers.<\/p>\n

    The role of producer responsibility fees<\/h2>\n

    Beyond outright bans, the most immediate lever is financial. Producer responsibility fee schedules are moving towards strong modulation: bonuses for easily recyclable packaging with recycled content, penalties of tens of percent for recycling disruptors.<\/p>\n

    In practice two packs performing the same function can differ threefold in fee. At industrial volumes that becomes a cost line in its own right, and the gap widens with every schedule revision.<\/p>\n

    One point is often missed: fees are calculated on declared weight. Reducing material, which good packing design achieves, therefore works twice \u2014 on the rate and on the base.<\/p>\n

    What your customers already ask for<\/h2>\n

    In practice, regulation rarely arrives first \u2014 customers do. Major retail groups, cosmetics houses and vehicle manufacturers have already embedded packaging criteria in their tenders.<\/p>\n

    The most frequent requirements cover four points: no single-use plastic in transport packaging, mono-materiality to simplify on-site sorting, a detailed composition sheet, and an ESG rating for the supplier. A manufacturer able to supply those today gains a measurable commercial edge.<\/p>\n

    Beyond compliance: the economic upside<\/h2>\n

    Companies that have done this work almost always report the same thing: compliance lowered their costs.<\/p>\n

    Cutting empty space cuts shipped volume, and therefore pallets and trucks. Moving to mono-material simplifies sourcing and reduces reference count. Right-sizing the packing reduces breakage. These three effects compound and comfortably outweigh the cost of the study.<\/p>\n

    How the empty-space calculation actually works<\/h2>\n

    The empty-space ratio is simple in principle and easy to get wrong in practice, so it is worth being precise.<\/p>\n

    You take the internal volume of the pack, subtract the volume of the products and of the protective packing genuinely required, and express the remainder as a share of the internal volume. Packing counts as useful volume only where it serves a protective function \u2014 void fill added purely to occupy space does not rescue the calculation.<\/p>\n

    Two consequences follow. First, right-sizing the case is the single most effective action, because it reduces the numerator and the denominator at once. Second, a well-fitted divider improves the ratio twice over: it counts as useful volume and it allows a smaller case.<\/p>\n

    Run the number on your top ten packs before assuming you are comfortable. Packs designed around a standard case size rather than around the product very often sit above the threshold.<\/p>\n

    Building the compliance file<\/h2>\n

    The practical output of all this is a document per packaging reference. Six items make it defensible.<\/p>\n
